Commitete it was declared that
the Bill (Reg.№5034) envisages the amendments to the effective legislation on improvement of
legal regulation of breeding in livestock farming. In particular, executive power
bodies´ functions, their authority, organization and conduction of the
registration system on selection achievements are specified in the bill.
During the discussion, the Committee members indicated that today there is no legislative regulation of the issue on state registration and conduction of the State register of selection achievements in breeding. Hence, the People´s Deputies emphasized it make impossible the protection of the intellectual property on the animals breed and restricts export of breed (genetic) resources as native selection achievements are not officially registered.
Pursuant to the Bill, "the state registration of the breed and under control animals are implemented through the amendments introduction to the state books on breed animals, subjects of the breeding the State register of breeding subjects in livestock farming."
The Committee deems the Bill adoption would increase the genetic potential and farm livestock productivity level that are basic for the livestock farming sphere efficient work.
